How do you approach white girls in public?

If a white girl (let's say 16+) is wearing nice (maybe slightly revealing yet not slutty) clothes in public then would you approach her?

In other words - a kind of middle-class maybe conservative look.

I am interested in what guys actually have done or do. Real world experience.
